The Effect of Design Changes on Construction Project Cost

Abstract

Design changes are a common feature of building projects and may occur as a result of evolving client requirements, design errors, unforeseen site conditions, regulatory requirements, material availability, or changes in project scope. While some changes may be necessary to improve project outcomes, they can disrupt established construction processes and affect project cost. Frequent or poorly managed design changes may require rework, additional materials, labour, equipment, and extended project durations. This study examines the effect of design changes on construction project cost, focusing on the relationship between modifications to approved designs and variations in project expenditure. It considers changes to building layouts, dimensions, materials, finishes, structural elements, building services, and specifications. The study seeks to understand how the frequency, timing, magnitude, and nature of design changes influence the financial performance of building projects. The research also investigates the direct and indirect costs associated with design modifications. Direct costs may include additional materials, labour, equipment, demolition, reconstruction, and replacement of previously completed work. Indirect costs may result from project delays, extended site overheads, reduced productivity, disruption of construction sequences, and additional professional or administrative expenses. The timing of a design change is therefore considered an important factor in determining its overall financial impact. The study further examines the causes of design changes and their relationship with cost escalation. Inadequate briefing, incomplete site investigations, errors or omissions in drawings, poor coordination among consultants, changes in client preferences, and late technical decisions can contribute to design modifications. Effective design review, stakeholder consultation, interdisciplinary coordination, and early decision-making can help reduce unnecessary changes before construction activities begin. The management of design changes is also considered important in controlling project costs. Proper variation procedures, documentation, cost assessment, approval systems, and communication between architects, consultants, contractors, and clients can help minimize financial uncertainty. The use of digital design and coordination tools may also support early identification of design conflicts and improve the evaluation of proposed modifications before implementation. The study aims to provide a clearer understanding of how design changes influence construction project costs and to identify approaches for managing their financial consequences. Its findings are expected to assist architects, quantity surveyors, contractors, project managers, consultants, and clients in improving design coordination and change-management practices. Effective control of design changes can contribute to more accurate cost planning, reduced rework, improved project predictability, and more efficient use of construction resources.
