Assessment of Building Maintenance Culture in Institutional Facilities

Abstract

Building maintenance culture is an important factor in preserving the functionality, safety, appearance, and service life of institutional facilities. Institutional buildings such as schools, universities, hospitals, government offices, and administrative facilities experience continuous use and often accommodate large numbers of occupants. Inadequate attention to maintenance can result in progressive deterioration, frequent equipment failures, poor environmental conditions, and increased repair costs. Assessing the maintenance culture within institutional facilities is therefore important for understanding how attitudes, practices, and management decisions influence building performance. This study assesses building maintenance culture in institutional facilities, focusing on the practices, attitudes, and organizational approaches adopted toward building maintenance. It examines the extent to which institutions implement preventive maintenance, routine inspections, corrective repairs, maintenance scheduling, record keeping, and condition assessments. The study also considers the roles of facility managers, institutional administrators, building users, maintenance personnel, and other stakeholders in identifying, reporting, prioritizing, and addressing maintenance needs. A positive maintenance culture encourages the early identification and correction of building defects before they develop into serious problems. Regular inspections and planned maintenance can help institutions preserve building components, reduce unexpected failures, and extend the service life of facilities. The study therefore examines the extent to which maintenance is viewed as a continuous management responsibility rather than an activity undertaken only after significant deterioration or failure has occurred. The development of an effective maintenance culture is influenced by institutional policies, financial commitment, management support, technical capacity, user awareness, and the availability of maintenance personnel and equipment. Proper documentation of maintenance activities can also improve decision-making by providing information on recurring defects, maintenance costs, and building condition. Effective communication between building users and maintenance teams is particularly important because timely reporting of defects can support rapid intervention and reduce the likelihood of further deterioration. Institutional facilities may face several barriers to maintaining a strong maintenance culture, including inadequate funding, limited technical expertise, weak maintenance policies, poor record keeping, delayed response to reported defects, and insufficient management attention. A reactive approach to maintenance can increase repair costs and contribute to premature building deterioration. Improving maintenance culture requires stronger institutional policies, adequate maintenance budgets, regular training, effective reporting systems, routine inspections, and greater awareness among building users and facility managers. The study concludes that a strong building maintenance culture is essential for sustaining the performance and longevity of institutional facilities. Encouraging preventive maintenance, management commitment, user participation, systematic inspections, and timely intervention can improve building conditions and reduce long-term maintenance challenges. The findings are expected to provide useful guidance for institutional administrators, facility managers, maintenance personnel, policymakers, and building users in developing more effective maintenance practices and promoting a sustained culture of building care.
