Assessment of Farmers’ Access to Information on Agricultural Development Programmes

 

Abstract

Agricultural development programmes are important interventions designed to support farmers through improved technologies, inputs, training, financial assistance, advisory services, market opportunities, and other forms of agricultural support. Access to accurate and timely information about such programmes is important because farmers need to know about available opportunities, eligibility requirements, application procedures, benefits, and implementation arrangements. Limited access to programme information may prevent farmers from benefiting from interventions designed to improve agricultural production and livelihoods. This study will assess farmers’ access to information on agricultural development programmes. It will determine the extent to which farmers receive information about available agricultural development programmes and identify the major sources through which such information is obtained. The study will also assess the adequacy, timeliness, accessibility, and usefulness of information available to farmers regarding agricultural development programmes. The study will focus on farmers’ access to information concerning government agricultural programmes, extension initiatives, input support programmes, credit and financing schemes, training opportunities, market development programmes, mechanisation initiatives, youth and women agricultural programmes, and other interventions relevant to agricultural development. It will also consider information sources such as extension agents, farmer organisations, cooperatives, radio, television, mobile phones, social media, community meetings, government officials, and fellow farmers. A quantitative research approach will be adopted for the study. Data will be collected from farmers using structured questionnaires designed to assess their access to information on agricultural development programmes. The data will be analysed using descriptive statistics, frequency distributions, percentages, mean access scores, information access indices, correlation analysis, and regression analysis to determine the extent of information access and factors associated with farmers’ access to programme information. The study is expected to reveal varying levels of access to information on agricultural development programmes among farmers. Farmers with regular contact with extension agents, active participation in cooperatives, access to communication technologies, and stronger links with agricultural organisations may have better access to programme information. However, inadequate extension coverage, poor communication networks, limited digital access, low awareness, language barriers, delayed information dissemination, and insufficient information channels may restrict farmers’ access to relevant programme information. The study will be useful to farmers, agricultural extension agents, government agricultural agencies, development organisations, farmer cooperatives, policymakers, non-governmental organisations, and researchers. It may provide useful information on the channels through which farmers receive information about agricultural development programmes and identify gaps that limit effective information dissemination. The findings may also assist programme managers in improving communication strategies and ensuring that relevant agricultural opportunities reach intended beneficiaries. The study concludes that timely and accessible information is important for enabling farmers to identify and benefit from agricultural development programmes. It is therefore recommended that agricultural development agencies strengthen information dissemination through extension agents, farmer organisations, community meetings, radio, mobile platforms, and other accessible communication channels. Programme information should be provided in clear and understandable forms and disseminated early enough to enable farmers to respond to application requirements and participate effectively.
