Effect of Drought Frequency on Agricultural Insurance Loss Costs

Abstract

Agricultural insurance provides financial protection against losses arising from adverse environmental and climatic conditions that affect agricultural production. Drought is one of the major weather-related risks capable of reducing crop yields, damaging agricultural assets, and increasing insurance claims. The frequency with which drought events occur can therefore influence the magnitude of losses experienced by insured farmers and the financial obligations assumed by agricultural insurers. Understanding this relationship is important for effective actuarial risk assessment and sustainable agricultural insurance operations. This study examines the effect of drought frequency on agricultural insurance loss costs. The study will assess how the occurrence and recurrence of drought events influence the frequency and financial value of agricultural insurance losses. It will examine whether increases in drought frequency are associated with higher aggregate loss costs and greater variability in insurance claims. The study will focus on drought-related factors such as the number of drought events, duration of drought periods, severity of drought conditions, and changes in drought occurrence over time. Agricultural insurance loss costs will be assessed using measures such as claim frequency, claim severity, aggregate claims, and losses per unit of insured exposure. Actuarial and statistical techniques will be applied to determine the relationship between drought frequency and agricultural insurance loss costs. A quantitative research approach will be adopted using historical drought data, agricultural production information, and agricultural insurance claims or loss records. Descriptive statistics will be used to examine drought patterns and insurance loss trends, while correlation and regression techniques will be applied to determine the relationship between drought frequency and loss costs. Actuarial loss modelling and probability-based techniques may also be used to estimate expected agricultural insurance losses under different drought-frequency conditions. The study is expected to reveal that higher drought frequency is associated with increased agricultural insurance loss costs. Repeated drought events may lead to greater claim frequency, higher aggregate indemnity payments, and increased variability in annual insurance losses. The findings may also indicate that prolonged or severe drought episodes contribute disproportionately to total agricultural insurance loss costs compared with less frequent or shorter events. The study will provide useful information for actuaries, agricultural insurers, farmers, policymakers, and other stakeholders involved in agricultural risk management. Understanding the effect of drought frequency on insurance loss costs may support more accurate loss forecasting, reserve estimation, premium determination, and capital planning. The findings may also assist insurers in developing appropriate risk management strategies for increasing drought exposure. The study concludes that drought frequency is an important factor in determining agricultural insurance loss costs. It is therefore recommended that insurers incorporate historical and emerging drought patterns into actuarial risk assessment, loss modelling, and insurance pricing processes. Improved consideration of drought frequency may enhance the accuracy of expected loss estimates and contribute to the long-term financial sustainability of agricultural insurance schemes.
