Abstract
Cyber incident recovery costs refer to the expenses incurred by organizations to restore systems, recover data, repair digital infrastructure, investigate incidents, and resume normal operations following cyberattacks or other cybersecurity events. These costs constitute an important component of cyber insurance claims because higher recovery expenses may result in larger amounts claimed by affected policyholders. Changes in recovery costs may therefore influence the severity of cyber insurance claims. This study will examine the effect of cyber incident recovery costs on insurance claim severity. It will assess how variations in the costs of recovering from cyber incidents influence the amount of individual insurance claims. The study will also examine differences in claim severity associated with different levels of recovery expenditure and determine the extent to which recovery costs contribute to overall cyber insurance losses. The study will focus on cyber incident recovery costs, insurance claim severity, cyber insurance, cyber incidents, data breaches, ransomware attacks, system restoration, data recovery, business recovery, claim payments, loss amounts, insurance liabilities, and cyber risk assessment. Relevant cyber insurance policy and claims data will be examined to identify patterns in recovery expenditure and their relationship with claim amounts. Actuarial and statistical techniques will be applied to estimate claim severity under different recovery cost conditions. A quantitative research approach will be adopted for the study. However, the magnitude of the effect may depend on the type and severity of the cyber incident, organizational characteristics, coverage limits, duration of system disruption, data recovery requirements, and the extent of business interruption. The study will be useful to actuaries, cyber insurance companies, underwriters, claims managers, risk analysts, cybersecurity professionals, business owners, regulators, and researchers. It may provide useful information for estimating claim severity, developing appropriate premium assumptions, assessing cyber risk exposure, determining adequate coverage limits, and improving claims management. The findings may also assist insurers in incorporating recovery-related expenses into cyber insurance loss models. The study concludes that cyber incident recovery costs are important determinants of cyber insurance claim severity because recovery expenditure can directly influence the amount required to restore insured organizations after covered incidents. It is therefore recommended that insurers maintain detailed recovery-cost data, incorporate relevant recovery expenses into actuarial severity models, regularly review coverage limits, and apply sensitivity analysis to support accurate claim estimation and effective cyber insurance risk management.
