Effect of Tax Clearance Certificate Requirements on Tax Compliance in Nigeria
Abstract
Tax compliance has become a major concern for governments seeking to enhance domestic revenue mobilization, promote fiscal sustainability, and finance socio-economic development. One of the policy instruments adopted by the Nigerian government to improve voluntary tax compliance is the Tax Clearance Certificate (TCC), which serves as official evidence that an individual or corporate entity has fulfilled its tax obligations for a specified period. In Nigeria, the Tax Clearance Certificate is issued by the Federal Inland Revenue Service (FIRS) and the respective State Internal Revenue Services (SIRS) and is required for various official and commercial transactions, including the award of government contracts, business registration, loan applications, import and export transactions, processing of expatriate quotas, public procurement, licensing, and other statutory approvals. By linking access to these services with proof of tax compliance, the Tax Clearance Certificate requirement is expected to encourage taxpayers to file accurate tax returns, pay taxes promptly, and maintain proper financial records. Despite these expected benefits, challenges such as bureaucratic delays, corruption, tax evasion, inadequate taxpayer awareness, administrative inefficiencies, multiple taxation, and limited digital infrastructure continue to affect the effectiveness of the Tax Clearance Certificate system in promoting tax compliance. Although previous studies have examined tax administration and electronic taxation, empirical evidence regarding the effect of Tax Clearance Certificate requirements on tax compliance in Nigeria remains limited and inconclusive. Against this background, this study investigates the effect of Tax Clearance Certificate requirements on tax compliance in Nigeria. The study is anchored on the Theory of Planned Behaviour (TPB), Deterrence Theory, and Fiscal Exchange Theory. The Theory of Planned Behaviour posits that taxpayers' attitudes, subjective norms, and perceived behavioural control significantly influence their willingness to comply with tax regulations, including obtaining Tax Clearance Certificates. Deterrence Theory argues that compliance increases when taxpayers perceive a high likelihood of sanctions or denial of government services for failing to meet statutory tax obligations. Fiscal Exchange Theory explains that taxpayers are more willing to comply when they perceive that taxes collected are efficiently utilized to provide quality public goods and services. Collectively, these theoretical perspectives provide a comprehensive framework for explaining the relationship between Tax Clearance Certificate requirements and tax compliance in Nigeria. The study adopts a quantitative research design using a structured questionnaire administered to business owners, corporate taxpayers, accountants, tax consultants, finance managers, tax practitioners, officials of the Federal Inland Revenue Service (FIRS), State Internal Revenue Services (SIRS), and other stakeholders involved in tax administration across Nigeria. A stratified random sampling technique will be employed to ensure adequate representation of respondents from manufacturing, commerce, financial services, construction, agriculture, healthcare, telecommunications, and other sectors of the economy. Tax Clearance Certificate requirements will be measured using accessibility of Tax Clearance Certificates, administrative efficiency, digital application processes, verification procedures, enforcement mechanisms, awareness of TCC requirements, and transparency of certificate issuance, while tax compliance will be measured using timely tax filing, tax payment compliance, accuracy of tax returns, voluntary compliance, taxpayer registration, record-keeping practices, and compliance with statutory tax obligations. Primary data collected from respondents will be analyzed using descriptive statistics to summarize respondents' demographic characteristics and perceptions regarding Tax Clearance Certificate requirements and tax compliance. Structural Equation Modeling (SEM) will be employed to examine the effect of Tax Clearance Certificate requirements on tax compliance. The measurement model will be evaluated using Cronbach's Alpha, Composite Reliability (CR), Average Variance Extracted (AVE), and Confirmatory Factor Analysis (CFA) to establish the reliability and validity of the research instrument. Additional diagnostic tests, including multicollinearity assessment, common method bias analysis, and model fit indices such as the Comparative Fit Index (CFI), Tucker-Lewis Index (TLI), Root Mean Square Error of Approximation (RMSEA), and Standardized Root Mean Square Residual (SRMR), will be conducted to ensure the adequacy, consistency, reliability, and robustness of the structural model. The study anticipates that Tax Clearance Certificate requirements will have a significant positive effect on tax compliance in Nigeria. Effective implementation of TCC requirements is expected to encourage voluntary tax compliance, improve taxpayer registration, strengthen tax record accuracy, reduce tax evasion, and enhance timely filing and payment of taxes. The integration of digital verification systems and efficient certificate issuance procedures is also anticipated to improve administrative efficiency, reduce processing delays, strengthen transparency, and increase public confidence in tax administration. Furthermore, mandatory presentation of Tax Clearance Certificates for government transactions and statutory approvals is expected to broaden the tax base, improve domestic revenue mobilization, and strengthen fiscal sustainability. Conversely, bureaucratic bottlenecks, weak enforcement mechanisms, corruption, inadequate taxpayer education, and inefficient administrative processes may reduce the effectiveness of Tax Clearance Certificate requirements and discourage voluntary compliance. Consequently, efficient administration and enforcement of Tax Clearance Certificate requirements are expected to contribute significantly to improving tax compliance, increasing government revenue, and strengthening the Nigerian tax system. This study is expected to make significant theoretical and empirical contributions to the literature on taxation, public finance, and tax administration by providing comprehensive evidence on the relationship between Tax Clearance Certificate requirements and tax compliance in Nigeria. Unlike previous studies that broadly examined tax administration or electronic tax systems, this research specifically evaluates Tax Clearance Certificate requirements as a strategic determinant of tax compliance using primary data and Structural Equation Modeling (SEM). The findings will provide valuable insights for the Federal Inland Revenue Service (FIRS), State Internal Revenue Services (SIRS), the Joint Tax Board (JTB), the Federal Ministry of Finance, policymakers, tax practitioners, professional accounting bodies, business organizations, and academic researchers regarding the strategic importance of Tax Clearance Certificate requirements in promoting voluntary tax compliance and improving domestic revenue generation. The study will also provide evidence-based recommendations for strengthening digital tax administration, simplifying Tax Clearance Certificate issuance procedures, enhancing taxpayer education, improving enforcement mechanisms, reducing administrative bottlenecks, and fostering a more transparent, efficient, and sustainable tax administration system in Nigeria.
