Effect of Budget Performance Evaluation on Financial Accountability in Nigerian Public Sector Organizations

 

Abstract

Budget performance evaluation has become an indispensable component of public financial management due to its role in assessing the efficiency, effectiveness, and accountability of public resource utilization. Budget performance evaluation refers to the systematic assessment of the extent to which budgeted objectives, programmes, projects, and financial allocations have been implemented and achieved within a specified period. It involves measuring actual performance against approved budgets, identifying budget variances, evaluating programme outcomes, assessing value for money, and recommending corrective actions to improve future budgeting and resource allocation. Effective budget performance evaluation enhances transparency, strengthens fiscal discipline, improves decision-making, promotes efficient utilization of public funds, and reinforces financial accountability within public sector organizations. In Nigeria, the Federal Government has introduced several public financial management reforms, including the Treasury Single Account (TSA), the Government Integrated Financial Management Information System (GIFMIS), the Integrated Payroll and Personnel Information System (IPPIS), the Open Treasury Portal, and performance-based budgeting initiatives to strengthen budget implementation and accountability. Despite these reforms, public sector organizations continue to face challenges such as poor budget implementation, weak monitoring and evaluation mechanisms, inadequate performance measurement systems, corruption, financial mismanagement, political interference, delayed budget execution, and ineffective internal controls, all of which undermine financial accountability. Although previous studies have examined budgeting and public financial management, empirical evidence regarding the effect of budget performance evaluation on financial accountability in Nigerian public sector organizations remains limited and inconclusive. Against this background, this study investigates the effect of budget performance evaluation on financial accountability in Nigerian public sector organizations. The study is anchored on Public Accountability Theory, Stewardship Theory, and Institutional Theory. Public Accountability Theory posits that public officials are accountable to citizens for the prudent management of public resources and must demonstrate transparency and responsibility through effective evaluation of budget performance. Stewardship Theory argues that public managers are motivated to utilize public resources efficiently when supported by effective monitoring and performance evaluation systems. Institutional Theory explains that regulatory frameworks, organizational policies, and governance structures encourage public institutions to adopt effective budget performance evaluation practices in order to achieve legitimacy, compliance, and improved accountability. Collectively, these theoretical perspectives provide a comprehensive framework for explaining the relationship between budget performance evaluation and financial accountability in Nigerian public sector organizations. The study adopts a quantitative research design using a structured questionnaire administered to accountants, budget officers, finance directors, internal auditors, procurement officers, treasury officers, planning officers, directors of finance and administration, monitoring and evaluation officers, and other personnel responsible for budgeting and financial management within selected federal and state public sector organizations in Nigeria. A stratified random sampling technique will be employed to ensure adequate representation of respondents from ministries, departments, agencies (MDAs), government commissions, parastatals, and other public institutions. Budget performance evaluation will be measured using budget variance analysis, performance measurement, programme evaluation, expenditure assessment, monitoring and evaluation practices, performance reporting, feedback mechanisms, and corrective action implementation, while financial accountability will be measured using financial transparency, expenditure accountability, financial reporting quality, audit compliance, internal control effectiveness, prudent resource utilization, and compliance with financial regulations. Primary data collected from respondents will be analyzed using descriptive statistics to summarize respondents' demographic characteristics and perceptions regarding budget performance evaluation and financial accountability. Structural Equation Modeling (SEM) will be employed to examine the effect of budget performance evaluation on financial accountability. The measurement model will be evaluated using Cronbach's Alpha, Composite Reliability (CR), Average Variance Extracted (AVE), and Confirmatory Factor Analysis (CFA) to establish the reliability and validity of the research instrument. Additional diagnostic tests, including multicollinearity assessment, common method bias analysis, and model fit indices such as the Comparative Fit Index (CFI), Tucker-Lewis Index (TLI), Root Mean Square Error of Approximation (RMSEA), and Standardized Root Mean Square Residual (SRMR), will be conducted to ensure the adequacy, consistency, reliability, and robustness of the structural model. The study anticipates that budget performance evaluation will have a significant positive effect on financial accountability in Nigerian public sector organizations. Effective budget performance evaluation is expected to improve compliance with approved budgets, strengthen expenditure control, enhance transparency, identify inefficiencies in resource utilization, and promote prudent financial management. Public sector organizations that consistently evaluate budget performance are also anticipated to improve financial reporting quality, strengthen internal control systems, enhance audit compliance, reduce waste and financial irregularities, and improve public service delivery. Furthermore, effective budget performance evaluation is expected to facilitate evidence-based decision-making, improve resource allocation, strengthen institutional performance, increase public confidence in government financial management, and promote fiscal sustainability. Conversely, weak performance evaluation systems, inadequate monitoring mechanisms, poor financial reporting, ineffective internal controls, and political interference may reduce financial accountability, encourage budget deviations, increase financial mismanagement, and undermine public trust. Consequently, effective budget performance evaluation is expected to contribute significantly to improving financial accountability, institutional efficiency, fiscal discipline, and sustainable public sector governance in Nigeria. This study is expected to make significant theoretical and empirical contributions to the literature on public sector accounting, budgeting, public financial management, and governance by providing comprehensive evidence on the relationship between budget performance evaluation and financial accountability in Nigerian public sector organizations. Unlike previous studies that broadly examined budget implementation or financial management, this research specifically evaluates budget performance evaluation as a strategic determinant of financial accountability using primary data and Structural Equation Modeling (SEM). The findings will provide valuable insights for the Budget Office of the Federation, the Office of the Accountant-General of the Federation, the Office of the Auditor-General for the Federation, the Federal Ministry of Finance, the Bureau of Public Procurement (BPP), anti-corruption agencies, public sector managers, policymakers, professional accounting bodies, development partners, and academic researchers regarding the strategic importance of budget performance evaluation in strengthening transparency, accountability, and efficient public resource management. The study will also provide evidence-based recommendations for strengthening budget evaluation systems, improving monitoring and evaluation practices, enhancing financial reporting quality, reinforcing internal control mechanisms, promoting capacity building for public finance professionals, and fostering sustainable public financial management and good governance in Nigeria.
